Arizona Lets You Decline PIP — But Not Always Add It Back

You bought a policy in Arizona, declined Personal Injury Protection because the state doesn't require it, and now — three months into your term — you want to add it. Your carrier says no: PIP can only be added at renewal. You're stuck waiting nine more months, and you're wondering why an optional coverage has a one-way door.

Arizona law gives you the right to reject PIP in writing, but it does not give you the right to add it back mid-term. Most carriers treat PIP elections as binding for the full policy period. That structural quirk — optional at purchase, locked until renewal — catches drivers who thought "optional" meant "flexible."

Declining PIP at policy start locks you out of mid-term addition — most Arizona carriers allow PIP changes only at renewal.

Arizona Minimum Liability Limits

$25,000 / $50,000 / $15,000

Arizona requires $25,000 bodily injury per person, $50,000 per accident, and $15,000 property damage. PIP is not part of that minimum — it's an optional first-party medical coverage you buy separately.

What PIP Actually Covers in Arizona

PIP pays your medical bills and lost wages after a collision, regardless of who caused it. You file a claim against your own policy, not the other driver's liability coverage. That means you get paid faster — no fault determination, no liability dispute, no waiting for the other driver's carrier to investigate.

Arizona PIP typically covers reasonable medical expenses, rehabilitation costs, lost income up to a stated limit, and sometimes funeral expenses. The coverage applies to you, your household members, and passengers in your vehicle at the time of the accident. It does not cover vehicle damage — that's what collision coverage does.

The premium scales with the limit you choose.

When PIP Pays Before Liability Does

PIP is first-party coverage: it pays you directly, without waiting for fault determination. That timing difference matters when injuries need immediate treatment.

Liability coverage requires the other driver to be at fault. If the other driver disputes fault, or if their carrier investigates for weeks, your medical bills still arrive on schedule. PIP pays those bills while the liability claim works through the system. You submit receipts to your own carrier, and PIP reimburses up to your policy limit.

Arizona is a fault state, so the at-fault driver's liability coverage ultimately pays your damages. But PIP closes the gap between the accident date and the liability settlement. If you carry PIP, you're not waiting on someone else's insurance to approve treatment. You're using your own coverage to pay providers now, and your carrier subrogate against the at-fault driver's policy later to recover what they paid.

The Mid-Policy Addition Restriction

Arizona law requires carriers to offer PIP at policy inception. You sign a rejection form if you decline it. That rejection binds you for the policy term. Carriers treat PIP elections as locked because allowing mid-term additions creates adverse selection: drivers add coverage only after an accident becomes likely, and that drives up costs for everyone in the risk pool.

If you declined PIP when you bought the policy, you cannot add it until your renewal date. If your policy renews annually, you wait up to twelve months. If it renews every six months, you wait up to six. The restriction applies even if your household adds a vehicle mid-term or if you move to a higher-risk zip code. PIP elections change only at renewal.

If you declined PIP entirely at inception, you're locked out until renewal regardless of what happens during the term.

How PIP Interacts With Health Insurance

If you carry health insurance, PIP typically pays first. Your health plan's deductible and copays don't apply to PIP-covered expenses. PIP reimburses the full reasonable cost of treatment up to your policy limit, then your health insurance covers anything beyond that limit. This coordination-of-benefits rule means PIP acts as primary coverage for accident-related medical bills.

Arizona allows carriers to offer PIP with a health-insurance deductible: if you carry health coverage, your PIP deductible equals your health plan's deductible. That option lowers your PIP premium because the carrier's exposure starts only after your health plan's deductible is exhausted.

Compare Carriers That Write Arizona PIP

Not every carrier prices PIP the same way. Some build PIP into their base quote and let you decline it; others treat it as an add-on you request explicitly. If you're shopping for a new policy and you want PIP, ask each carrier for a quote with and without it. The premium difference tells you what the coverage costs in isolation.

Arizona's carrier roster includes 30 companies writing personal auto policies in the state. Acceptance, Bristol West, Dairyland, Farmers, Geico, Infinity, Kemper, Mercury General, National General, Progressive, and The General all write non-standard and standard-tier policies with optional PIP. State Farm, Allstate, American Family, and USAA write PIP in their preferred and standard tiers. Compare quotes from at least three carriers to see how PIP pricing varies by company and by the limit you choose.
